IRE ELiT co-operates with the Ukrainian TSO
On September 4-6th 2018, a workshop entitled “Emergency Preparedness and Response” was held in Kiev in the offices of the State Scientific and Technical Center for Nuclear and Radiation Safety (SSTC NRS) under the implementation of Belgian assistance in improving safety of nuclear installations in Eastern and Central Europe and the CIS countries, as well as the implementation of the Cooperation Agreement between SSTC NRS and IRE ELіT.
The workshop is the first in a number of events to be held under this Agreement. The Agreement specifies seven areas for granting assistance to Ukraine, four of which are financed by the government of Belgium for their implementation in 2018. Representatives of the central apparatus of the SNRIU (State Nuclear Regulaotry Inspectorate of Ukraine), SESU (State Emergency Service of Ukraine and Energoatom (State Enterprise operating NPPs in Ukraine) were invited to participate in the event together with SSTC NRS specialists.
Belgian experts from IRE ELiT shared with Ukrainian experts their experience in implementing the requirements of Directive 2013/59/EURATOM and GSR Part 7 into the Belgian legislation and in arranging the emergency preparedness and response system in Belgium.
In turn, SSTC NRS representative also presented the Ukrainian emergency preparedness and response system since Ukrainians have practical experience in mitigating and minimizing the consequences of the large-scale Chornobyl NPP accident. The Ukrainian party also emphasized the need for bringing the national legislation to compliance with the requirements of the Euratom Directive.
The workshop participants considered the practical aspects of emergency preparedness and response during incidents at nuclear facilities including threat assessment, step-by-step approach to improve emergency preparedness and response, communication during an emergency, required infrastructure, equipment types, procedures to be implemented in situ, advantages, drawbacks and features in using computer codes, formation of a team of personnel and duties of its members.
